LO is #20001, but I'd expect them to create the control tower first, in case the Sisters started rebelling while they're still in the middle of cloning. If they were at #16457 or so and the Sisters went wild, with no control tower, the researchers are screwed.
Not to mention only LO was kept in the body of a 10 year old, which was mentioned to be deliberate in case they need to subdue her from Vol.5. They probably learned from their mistake after Full Tuning was cut off from the network.

They actually created Last Order late into the series; I remember this because when Shinobu wanted to upload the 'fear' program into the Network she was stopped by a high level of security (Last Order)
that wasn't there before.
