If I recall correctly, Kabuto said he needed to make a specific sequence of three seals to do the jutsu. He told Madara, but Itachi doesn't know the proper seal sequence. Then again, you'd think the Sharingan should be able to make Kabuto talk if it was able to get the location of the Rinnegan from Konan...
