The true purpose for the Imaginary Number District that was introduce last season was basically a massive Anti-magic field throughout the city; any magician that uses magic in Academy City would have their bodies self destruct from the inside out. Remember that Esper's can't use magic without their body's failing? Well the same thing will happen to any Magician now when [Fuse=Kazakiri] manifest.
That is Aleister's secret ultimate weapon against the Magicians.
