Militarily speaking, the US was winning in Nam. Both the NVA and VC were utterly exhausted by the time of the Tet offensive - in fact, it was their last gamble. The US was defeated politically.
And the Nazis would have no qualms about killing civilans...so Nazi SS > VC makes sense to me.
