No, that was the reason I believe. Of course I have no real life basis for that argument. They don't need supersoldier, they made Laura because they can.
Also, Supersoldier presence is supposed to change the battlefield as a whole (maybe as multipurpose spec ops like Snake?)... except I.S. appeared and probably, her existence alone still illegal (being artificial human with altered genes, descended form cloning technology).

So far there's 6 people in first year. 4 of them is in class 1, 1 on class 2 and 1 more in class 4.
