I don't think he ever said that, he said that the adaptation should be 8 hours long and if the reports are true each episode should just be 1 hour long, which would fit his previous statement.
Edit: found an interview with Maruyama where he talks about Pluto adaptation, says he would do it in 8 hour long episodes.
