Having traveled through there about a dozen times over the past several years, I'd say that for the age group we're talking about, six feet isn't exactly giant. Average height of Japanese 19-year-old guys (according to the most recent statistics in 2006 by the Ministry of Education, Culture, Sports, Science and Technology) is 171.5 cm/5'7.5". The older generations skew the overall national average downward, but I found it not at all uncommon to see guys near or past 6'.
Granted, I spent much more time in Korea than in Japan, and apparently the average height of 19-year-old guys there is 3cm taller for some reason.
