As far as I can recall Nanoha has never gone weapon-to-weapon against Vita or Signum without using a shield except in the A's OP against Vita.
In the StrikerS manga chapter where she fights Signum she clashes weapons a few times but she keeps putting a shield up in front of it, it just gets broken through. And in both cases she counterattacks and counterbinds (respectively) with prepared magic so Signum doesn't have a chance to really press in on her.
