Yes, it was written by him. There are 2 stories of it so far (Haruhi Theater Act 1 and Act 2). It's not connected to the novels' plot.
Let's see, in the first story the SOS Brigade suddenly find themselves in a medieval RPG-like world where they are given a mission by the king to defeat a demon and rescue the prince and princess. You guessed it, only Haruhi was not surprised to find herself there.
The second story is set in space. The third one (which was not yet released) is supposed to be a Western act.
