No the new Tenchi Masaki is Kenshi Masaki from the currently airing Isekai no Seikishi Monogatari (more people need to watch this), who as you can tell from his name is related to Tenchi.
His "harem" is pretty much every girl in the OP shown below plus an entire academy, Alto is a choir boy compared to him.
