He only gets "his juice" from the network, he technically can't truly interact with them in a "wave manner" like they can. Remember that to be plugged into the network you need Misaka's brainwaves, Similar how a home device needs electricity to work.
He could technically tech himself to decode the sister's signals and interact with them in a pretty close level to how they interact with each other, but he would need to use his power 24/7. That would also fit with the home device example since they are designed to read some electrical responses, but not all of them.
The way on which LO can control him with the network is by denying "his juice" for certain operations, she can't handle him in a "control tower" way, where she can direct the other sister to move as she wants to.
