According to those spoilers, you can't pilot your cybody directly unless the second seal is broken. But he can do it, and watching episode 8 preview, sugata can do it as well (even if that wasn't his oun cybody). Why is Takuto in phase 3 and not in phase 2? The second seal is still allright. I know, he's a galactic pretty boy and all that, but follow this logic, he could be phase 5 or whatever.

I believe anyone with a mark on their chest or w/e is @ Phase 3.
