Honestly, that question probably taking a backseat to Kanzashi creating her own I.S. on purpose.
But probably, they're just having trouble finishing it, remember until Tabane interfere that ByakuShiki can't be rolled out on time, and by Cecilia's fight, it's still incomplete.
It's only completed in V4 during the waterpark chapter, after Second Shift, canonically two month prior to Kanzashi's introduction.
