All 3 are on the cover and there are only 4 stories. It can't be Index, she's more of a supporter, and Kuroko has gotten a story in past games so it isn't new if she gets one again. Accelerator is nowhere to be seen. A character as popular as him would be promoted more heavily if he was one of those getting a story and would be on the cover. It makes zero sense not to promote a fan favorite unless he isn't being used in such a role.
