Well, there's issue about making the wearer a dog in human form.

At best, you have a mentally retarded captive with so many trauma that he's pretty much stood there, eat, and act like you said, not much more than a dog.

Hell, unlike most animals, human knew what's called 'suicide'. You give them shock collar, they knew how to choke themselves to dead, there's plenty of creative way to do just that.

Rather than impossible, more like "infeasible for keeping your captive intact and functional"
