Yeah, it's the same illustrator.
Because of the publisher, many people have expected something closer to a typical NitroPlus release. However, Chaos;Head was actually produced, written, and designed by the team at 5pb Games. They're the people behind the later Memories Off releases, so creatively, this has little relation to Nitro+.
