Yes its true she didnt say yes, but she said "Let me beleve what you allways beleved. That living is wonderfull".

But saying yes was pointless , in that world they dont grow ,they dont die. Nothing happens and they only have a school to live at , whats the point wanting to be with her in that world forever. I doubt Kanade wouldnt want to be with him forever.. she would , but she would want it in the real world.
