I would normally agree with you concerning this assessment, and while most rational thinking people would come to the same conclusion, for some reason, shows tend to put the Japanese school administration in a low light. For one thing, they will automatically suspend Haru no matter the circumstances just for entering the girl's locker room, stating that he should have notified a teacher. As for finding out the true culprit, I think that they will prioritize to reduce the embarrassment for the school first and put the blame on whoever is most convenient in order to subdue the scandal. Also, they might try to sweep it under the rug afterwards and may never try to find the true culprit.

However, without a doubt, KYH will counterattack in whichever way possible. He definitely underestimated her and is probably full of himself. Then again, he might not know that Haru is close with KYH or that KYH is Black Lotus. It seems like it is easier to figure out who Silver Crow is than to figure out who Black Lotus is.

He also hinted that he knew that Taku was a burst linker, by comparing what he did with what Taku did in the previous school. Instead of just choosing this school by random in order to steal burst points, with the fact that he researched Taku and Haru, it definitely seems targeted. I wonder if he is spy/scout for another king?

I agree with you that his brother probably failed at something, and he is probably doing what he is doing in order to compensate for it. It would be too random to have the brother element introduced and not dwelve further into it.
