Those 5 weird characters are basically the executioners for any criminals that try to escape the hell palace. Looks like we know now why Hisui was sad, since I think she really didn't see FT as bad guys. Anyhoo, yeah, Minerva's a scumbag, blackmailing Sting into winning the games for her.
