Well, I'm not sure I understand correctly (or "usefully") what that feel is about, but if I go by my intuition, I'd say that
Tari Tari has it in spades.
Hyouka has in bits and pieces, but character development and mystery dominates.
Kokoro Connect has almost none of it.
What all these shows have in common is a particular plot element, really, rather than a feel: people get thrown together in a club and resolve their issues, finding out that there's more to life than they previously thought. The sort of genre that's parodied by
Haruhi Suzumiya.
Note that the purpose of the club is secondary to the "life-lesson", which is what separates it from the other shows you mentioned (
Koi Choco,
Accell World).
