Seriously, he was the second highest ineligible entry after Tennos Athena in 2011. On par with Iwasawa Asami. And that is because the rest of us knew he wasn't eligible.
(Athena was on the level with Erza Scarlet. Above the likes of Tsukasa Hiiragi, but below the likes of Charlotte Dunois. And that was because she was still in question the day or so before voting started.)
