I visited Japan for a short time in 1995-ish? (I forget exactly) In terms of skirt length I noticed a few short skirts, but not many. Apparently it's more common now. According to
Danny from that previous winter girl pic: "I've never seen longer than that so I presume that its the standard."
But I still get the impression that it depends on area and school from other people's blogs I've read.
My assumption is that outside of Tokyo you're more likely to see knee length skirts than this:
