The speech itself is mostly reflective of the general mood of the ceremony, which is basically a formal farewell between the third years and the other students. It is pretty cheesy when you look at it casually, but from the perspective of a student in that ceremony it certainly doesn't. Of course, if the school has a really cynical student body then this probably wouldn't have been effective, but as you said, fortunately in works of fiction people tend not to be that cynical
