1- it's the uzumaki district whichalready been abandoned just like uchiha district.
2- same as above + even if they try it most higher up will refuse since they don't know all f it secret yet don't to mention about remaining traps
ANBU? most shinobi (including ANBU) fighting on war since what the opint to save any if losing = death? ( eternal sleep)
