I actually thought this finale was considerably better than expected. One of the first seasons few flaws was that it ended on an ambiguous note and that Akane could only make threats against Sybl and nothing more. But here Akane actually managed to achieve something and make some sort of progress (even if it's mostly informed for now). The whole collective judgement philosophy now actually has some substance to it now that Sybll spelled out the wider implications to society. And it turns out in the end that the Sybll system wasn’t completely retarded after all and actually wanted to use Kirito to improve itself as well but was mixed on it, hence the inconsistency of Sybll's actions. The problem is though, how does the Sybll system work so that a part of this can keep it a secret from the other part it may well end up killing? Because Mama Togane clearly didn't see it coming.
