I wouldn't like to brag about myself, but since I'm given little choice in the matter, I would definitely say, "yes!"
I also agree that Hei had his moments, but mostly its the other characters that drove those arcs in S1. Hei always had been a sort-of support role who was used to give resolution. When the new season was announced, I think I was one of those posters who were extremely puzzled by the outcry at the notion how this season will be terrible with Hei's taking the secondary role to this new girl. Accept one arc, Hei has always adopted the secondary role which is how he made his fame and popularity among the fans. It's not the other way around.
