He asked Subaru to marry him, and let him carry on her dream of being a Butler. Ichigo was a orphan picked up by Kanade's father, and if there are no heirs in the Konoe family someone is adopted into it so the line will continue to serve the Fuyutsuki family. Since there are precedents, Jiro basically wants to become Kanade's butler now that Subaru has given up.
Subaru as a girl accepted Jiro, but as a Butler couldn't forgive herself. Subaru couldn't forgive herself for taking away Kanade's happiness so she quit being a butler, and at the school opening ceremony revealed herself to be a girl and irrevocably blown her chance of getting her butler-position back. Jiro blamed Kanade for letting things get this far, she foresaw Subaru would reveal her secret but didn't tell him. Kanade said if she did tell Jiro he might not go with his true feelings - and she herself was visibly broken up, Jiro can see how Kanade is letting her best friend go and nobody else could ever replace her. Hence Jiro's declaration of he'll try and fulfill Subaru's dream.
This series made a point of 'there is no happy ending for everyone', driving it in for the past 2-3 volumes in the narration. In spite of that, Jiro still wanted a end where everyone can be happy, hence him trying to fill Subaru's role to keep Kanade from the pain and to stop Subaru from beating herself up for letting go the dream she had for all these years. Whether he succeeds or not will have to wait for next Volume...

Flere, how does the school react to Subaru's accouncement? Do they talk about S4 and the Alliance or what Jiro's friend says?
