The West India Company was created base on an organization lead by the Golden King.
And then Golden King and Toth eventually ran into each other and they end up in a big fight.
After that, Golden King decided to work for Toth and his organization was then transformed into the West India Company.
But Toth provided no leadership, no guidance, no direction, and no goals for the company.
Nor does Toth asked for any loyalty or unity from the company.
What the company has been doing is based on one of the few things that Toth has said to its underlings. The same words Melchior said to Hilde when she asked Toth for the permission to kill Da Vinci.
"You are allowed of anything."
That's Toth's stance on the company in a nutshell, also the stance of many super beings on the mortals.
Since Toth isn't doing much, Golden King has been the one that's really running the company, and Professor took over during the period that Golden King was missing.
