I'm not so much interested to know how White Cosmos got Black Lotus to do the deed, as that's the sort of thing which is best learnt when I actually get to read it or see it.

By contrast, Rider's power is mostly an academic question, since he's "dead" and gone.

His title among BB linkers is the Ultimate Gunsmith. It is speculated here that he could create any form of guns with whatever stats he wished. Think of FSN Shiro's projection but change swords with guns.
