Ooh... I think I'll do a complete translation of that sometime tomorrow. It'll certainly be useful for anyone who can't (or won't) read the manga.

But the two ideologies are polar opposites. One side wants the Arume to return to two genders and let human society revert back to the way it was prior to the war, and the other prefers the status quo and would just as soon never see another man again. They can't possibly coexist, as evidenced in the example you stated.
The weird part is that the whole reason they came to earth was because of the former, but the latter seems to be the group in charge as well as the majority. It seems like something happened during or shortly after the war... like a coup or something.

Definitely. In most instances, the exact same things could be conveyed with different camera angles that aren't quite as gratuitous.
Maybe the mangaka is also trying to emphasize the oversexed behavior that's permeating the Arume by portraying it as shocking as it really is? I mean, they're on the verge of FUBAR'ing an entire race simply because they can't keep their pants on.

At least the effects portrayed in the manga aren't improbable considering the causes and circumstances.
