No.....he didn't redirect her strongest attack, just one of her blows. No where does it explicitly say it was her strongest.
And consider that only Hyouka could hurt Gabriel. All Accelerator was doing was pushing it around. (Not including the end when Gabriel was drained by Acqua obviously)
