The purpose of the first chapter, is to set up the main character and their relation to the immediate secondary characters, maybe establish a bit of personal history, and then start the plot off near then end of the chapter.

Most probably they'll be some sort of twist their always is, aside from the end of the Kumagawa arc and flask plan arc, lets just say all arc endings in Medaka Box are awful and leave it at that.
