Yeah I know he didn't but by God he gotten close so many times. Back when I was young and innocent, that scene with Siesta on top of him in the cabin(?) was one of my first experience of yelling
"NOOO! DO HER! DO HER NOW 
!!!"

But enough of my rebellious days, I thought Saito sleeping with Siesta and Louise was only in the game, I didn't know it happened in the Novel as well...
