What are you guys talking about some Full Tuning that I know nothing about?

I think Full Tuning is Sister #00000, an Imouto made by that scientist that tried to infect the Misaka network with virus, but was stoped by Accelerator. Her whereabouts are supposed to be unknown so I guess that she isn't connected to the network.

However, thats just what I read on Wiki and some other places. I would ask about her in novel discussion, but novel readers weren't answering questions lately.
