According to Nanohawiki, both of them are Sergeants during StS, but Vice was seen to have been promoted to Sergeant Major (same as Rein Zwei in StS) in the epilogue in StS' ep26.

You'd probably find none at all. As even in Japan, Nanoha is a niche show that airs on late nights to cater to dirty otaku and stuff, and it's only big within that scene.
