That's like saying you're not allow to talk about maths unless you have a degree in the subject, or you're not allow to talk about computers unless you built your own.
Nobody's saying he's giving the full course, but he is the perfect person to explain the bare basics to other Academy City residents because he IS also an Academy City resident so he can relate to them.
