It is obvious to them. Or, at the very least, it's obvious to them that the Chief isn't exactly on the up-and-up.

But what can they do about it? Lead a rebellion against Sibyl and promptly get themselves killed? There certainly doesn't appear to be any higher authority (above the Chief's head) that they could file a formal complaint to.

Akane has to wait for the right moment to make a move. Gino's position is even tougher, because as the veteran Inspector here, the Chief clearly has "her" eye on Gino. Akane at least has the advantage of almost being beyond the Chief's notice (well, that might change with this episode, admittedly).
