That's an idealistic aphorism with very little practical use in daily reality, and I don't believe Jefferson was an advocate for anarchy. Just the mere act of living together as a society requires the surrendering of some individual liberties. It's not a question of whether or not to give up some freedoms, but rather a question of
how much to give up.
