Ion's inability to be useful is not due to health, it's due to flat-out not having the strength. It's comparable to the difference between being bed-ridden with the flu and not having enough iron in your diet (which causes exhaustion at an increased rate).
Simply put, Ion is a political leader; not a war general. His high political standing allows him to use powerful spells such as the Daathic Fonic Artes seen in episode 2, but he simply isn't strong enough to use them without consequence.
