I would say Marmalade Boy, Zero no Tsukaima (More ecchi) Skip Beat is definitly romance/comedy.
Shuffle! is REALLY good too, but not so much comedy in it, more like harem
Special A is a must watch! If you're looking for romance/comedy watch this
