The government has done jack shit to improve the grid for decades, whilst the number of households joining it has grown rapidly. A friend tells me that brown-outs in cities like Delhi even for rich people are at least a weekly occurrence. And the problem is not just electricity, it's almost everything else. Water, gas, sanitation, roads, you name it. Water hours, a ludicrous thing to me, but many Dillianas are accustomed to it. Imagine only having two hours in the morning to collect all the water you need for the day. And if you're a slumdweller, you're infinitely worse off, if you're lucky there's a communal pump and that's about it."
