So where are they the rest of the time? One would think if there were other members on the council they could have at least assisted in some of the stuff that happened outside of the battles, even if they didn't participate in senshado themselves. We saw the trio doing administrative work before. Hana even had to step in and assist because there was too much for them.

Worldbuilding is all well and good, but when I start seeing people mentioning attack helicopters in relation to senshado I get the inescapable feeling that someone, somewhere, was getting carried away, and the whole thing is either going to be declared non-canon, or just ignored.
