you're forgetting that Orochimaru raised him from the dead but then Sarutobi sealed him and the 2nd away. Now because of him being sealed away he is no more. Even Kabuto tried to raise him from the dead again but it cant be done cuz of Sarutobi. So, its not Hashirama.
