Sure, Kaoru is strong.
But, when Carrie was born, she had a mind of a baby, and already had a high level of ESP.
So, if the experiments had been more then just successful, Carrie may be even stronger.
I'm guessing that the experiments involved the Rare Metal Earrings that Mirage/Phantom had.

Putting a plastic explosive into her skull that will be set off the moment she is healed by the booster... Black Phantom is still my favorite faction out of the 4 at conflict (Babel-Pandra-Black Phantom-The Normal people) but that is certainly cruel. 
In any case the next two chapters should be pretty good, given that this will be the first major battle or our protagonists in a while...

The anime made Barret, Kaoru and Hyoubu's fight pretty nicely
