I think I understand from where Outer Moka came from, besides Inner Moka's own personality. I think the rest of Outer Moka's personality ... came from Akasha herself. After all if you look at page 9 you can see both the younger Moka and Akasha ... and between them Outer Moka is shown.

Since it was already shown that Akasha's memories are included inside the Rosario, it might mean that Akasha put a fragment of her own soul inside the Rosario, creating some sort of "artificial" soul that is the merge of the souls of Akasha and Moka. Well that doesn't mean that Outer Moka is Akasha, but rather an artificial "being" that has been created based on parts of Moka's and Akasha's soul.

Though I might be mistaken about this a little bit, but I think that part's of Outer Moka's personality .... comes from Akasha, which means that, a fragment of Akasha still lives within Moka. At the same time it means that it would be very hard for Inner Moka to let go of Outer Moka .... since even when Omote isn't technically Akasha .... a fragment of Moka's mother is still contained within Outer Moka.
