We don't know whether it happens when a girl is chosen by the Kirara as most fit for a name or only when they will actually be succeeding a name (when the name is free).
Also, Kanata was chosen as most fit for Takamina more than one year ago, so if she had the fever it happened before the 77th girls join in.
