From what I remember, the Soviet double-seaters tend to have a reverse configuration (gunner in front, pilot in the back), although it can be just a unique set-up from the Su-37.

Just to chip in on this discussion, Inia was flying their Su-37 solo in Ep22 while being shot at by the RLF. From the looks of it, she wasn't flying nearly as good as is Scarlett Twin standard and in fact was pretty much a sitting duck in the air. Now, on one hand, this might be becuase Inia's scared out of her wits without Cryska to reassure her and help back her up, but on the other this may be evidence she isn't normally theone flying the TSF. However taken with Cryska pretty much beating the stuffing a whole bunch of TSFs with nothing but the F-15E's fists in the very same episode, I say that from the Anime alone there's a pretty strong case Cryska is the pilot and Inia does the shooting.
