wasn't it outright stated that random anti-skill > level 3? level 1-2 epers are pretty much regular guys when it comes to fighting, and even level 3 aren't much. Esper powers start being 'strong' for fighting purposes from level 4, and even then, on average they're not really better than high caliber guns and such...
it's only the level 5s that are off the charts...
