I'm not good at that kind of thing, especially since I'm not watching a lot of popular stuff.
I've never heard anyone say Maou Pam is the best character before. The strongest obviously yes. I think she lacks too much in development for this, although a short story afterwards kind of give a lot more informations about her life and personality.
