First of all, welcome to the forum
To answer your questions :
1. Just click the User CP option in the menu bar on top, that'll take you to the ptions page where you can upload an avatar from your pc or a website.
2. There is an entire forum dedicated to fanart and the likes, I suggest you use that one.
